If someone has “money to burn” it means that they have extra money.  It doesn’t necessarily mean they are rich, but it means that they have more than enough money to live.  People with money to burn can spend money however they want to enjoy life.  They could choose to buy a luxury car, go on a nice holiday, or always eat at nice restaurants.
